The packaging industry is once again being reminded of its deep dependence on global energy and petrochemical supply chains: as might be expected, many manufacturers of oil-based raw materials are based in the Middle East, particularly in Qatar and Saudi Arabia. Escalating tensions around the Strait of Hormuz, one of the world’s most strategically important shipping routes, are beginning to ripple across global plastics markets, driving higher resin prices and increasing pressure on packaging manufacturers already navigating regulatory and sustainability transitions.
While the immediate focus remains on energy markets and oil transportation, the implications for the packaging sector are becoming increasingly visible.
Plastic packaging, particularly flexible formats and food-contact applications, relies heavily on petrochemical feedstocks linked to crude oil and natural gas. As geopolitical instability disrupts global shipping routes and raises concerns over supply continuity, packaging manufacturers are facing growing uncertainty around material costs, sourcing and production planning.
The situation highlights a broader reality often overlooked in discussions around sustainable packaging: the global packaging industry remains deeply interconnected with geopolitical and energy systems.
Why plastic packaging remains highly exposed to oil markets
Despite growing interest in circular packaging and alternative materials, plastic packaging continues to depend heavily on fossil-based feedstocks.
Materials such as polyethylene (PE), polypropylene (PP) and polyethylene terephthalate (PET) are derived from petrochemical production chains closely tied to crude oil and gas markets.
The Strait of Hormuz plays a critical role in these supply chains. A substantial share of the world’s oil and liquefied natural gas shipments pass through the region, making disruptions there particularly significant for industries dependent on petrochemical materials.
When geopolitical tensions affect energy transportation or refinery output, the impact quickly moves downstream into plastics production, resin pricing and packaging manufacturing.
For packaging converters operating with tight margins, even moderate increases in resin costs can create significant operational pressure.
It’s not just plastic: Hormuz and the ink shortage
The Strait of Hormuz crisis is having an impact on more than just plastics: the inks used in packaging, as well as solvents, binders, resins and additives, are also being affected.
The Japanese company Calbee Inc., a well-known snack manufacturer, is well aware of this. In an official statement, Calbee announced a necessary change to the packaging of some of its most popular products: their colorful designs will be temporarily set aside in favor of a new black-and-white version. According to the statement, also reported by the BBC, this measure is intended “to help maintain a stable supply of products” and “in response to supply instability affecting certain raw materials amid ongoing tensions in the Middle East.” The European market has also been affected, to the extent that as early as March, EuPIA (The European Printing Ink Association) had expressed concern, due to the extended delivery times and rising costs: to reach Europe, chemical feedstock shipments must take an alternative route via the Cape of Good Hope, which means between 10 and 14 extra days to delivery schedules. Not to mention the increases in war-risk insurance premiums and freight rates, due to altered transport flows and restricted regional airspace.
Resin prices and packaging costs are rising across the industry
According to recent market reports, concerns surrounding the Strait of Hormuz are already contributing to rising plastic resin prices and higher logistics costs for packaging manufacturers.
Flexible plastic packaging, foodservice packaging and industrial films are among the segments most exposed to cost volatility due to their dependence on large volumes of polymer materials.
For many companies, the issue extends beyond raw material pricing alone. Shipping disruptions, delayed deliveries and uncertainty around future supply availability are also complicating procurement strategies and inventory management.
At the same time, packaging manufacturers are already facing additional cost pressures linked to inflation, energy prices and increasing regulatory requirements such as the EU’s Packaging and Packaging Waste Regulation (PPWR).
This combination of geopolitical instability and regulatory transition is creating a particularly complex operating environment for the plastics packaging sector.
Supply chain resilience becomes a strategic priority
The Strait of Hormuz disruption is also reinforcing a broader shift already taking place across the packaging industry: the growing importance of supply chain resilience.
Over the past several years, packaging companies have faced repeated disruptions linked to the pandemic, logistics bottlenecks, energy volatility and raw material shortages.
As a result, many companies are increasingly reassessing:
- sourcing strategies
- regional supply chains
- material diversification
- inventory management models.
For some packaging manufacturers, reducing dependence on virgin fossil-based plastics is becoming not only a sustainability objective, but also a risk-management strategy.
This is particularly relevant in Europe, where companies are simultaneously preparing for stricter recyclability and recycled-content requirements under the PPWR framework.
Could geopolitical pressure accelerate fibre-based packaging?
One of the most interesting consequences of the current crisis may be its indirect effect on alternative packaging materials.
As plastic packaging costs rise and supply uncertainty increases, fibre-based packaging solutions are gaining renewed attention across several sectors, including foodservice, dry goods and e-commerce packaging.
Paper-based rigid packaging, moulded fibre solutions and mono-material paper formats are increasingly being positioned not only as sustainability-driven alternatives, but also as part of broader material diversification strategies.
This does not mean plastic packaging will disappear. In many applications — particularly food protection, medical packaging and high-barrier formats — plastics continue to offer critical functional advantages.
However, geopolitical volatility may accelerate the packaging industry’s efforts to reduce overreliance on a single material system tied closely to fossil energy markets.
