Less plastic, more problems? The PET packaging industry is facing a growing dilemma: how to reduce environmental impact without alienating consumers through poor usability.

Bottled Water in Europe: A Plastic Paradox

Europe’s bottled water market is a thriving industry, with estimates placing its 2025 value at $75.54 billion . Consumers purchase over 52 billion litres of bottled water annually, with still water dominating the market. Meanwhile, demand for flavoured, functional, and premium waters continues to grow, driven by health trends and branding.

This boom is paradoxical in a region where tap water is often safe, accessible, and free. Why do consumers still prefer bottled water? Perceived purity, on-the-go convenience, and powerful marketing all play a role — and so do the bottles themselves. Made primarily from PET, these containers are lightweight, durable, and cheap. But the very attributes that made PET ubiquitous are now being questioned under the lens of sustainability.

The Lightweighting Dilemma: Where Less Isn’t Always More

EU legislation — from the Single-Use Plastics Directive to the proposed Packaging and Packaging Waste Regulation (PPWR) — has accelerated the trend of “lightweighting”: making bottles with less plastic. Over the past 30 years, PET bottle weights have already dropped by up to 50% . This reduces material use and costs, and aligns with circular economy goals.

Yet this race to reduce plastic has unintended side effects. Ultra-light bottles often collapse under pressure, deform while opening, and spill when tilted. What was once a convenient container can become a daily frustration — especially for older adults, children, or people with limited grip strength. In trying to save the planet, are we making products less accessible? If packaging becomes harder to use, even for a small portion of the population, sustainability may come at the cost of inclusivity — and consumer trust.

Format Efficiency vs. Everyday Usability

It’s not just bottle weight that’s under scrutiny — volume formats matter too. From an environmental standpoint, larger bottles (e.g. 2L or 5L) use proportionally less plastic per litre of water. But they’re also harder to carry, store, and use. Smaller bottles are handier for personal use, but require more plastic per litre.

So, what’s the right balance? Probably a diversified portfolio, where each format is optimised for specific use cases — whether for individual on-the-go consumption or family meals. Focusing solely on grams of plastic per litre risks ignoring the human side of packaging design.

Tethered Caps: A Functional Innovation with Mixed Reactions

One recent innovation mandated by EU law is the “tethered cap” (EU Directive 2019/904) , which must remain attached to the bottle after opening . While environmentally motivated (preventing litter), this change poses technical and usability challenges.

Producers must redesign bottlenecks and adapt filling lines. More importantly, the new caps must not interfere with how consumers drink or pour. Designs vary — from film hinges to loop-based attachments — but not all are user-friendly. Acceptance will depend on whether these caps improve sustainability without adding frustration.

The rPET Push: Progress, Price, and Pressure

Another major front is the use of recycled PET (rPET). By 2025, PET bottles must contain at least 25% rPET, and 30% by 2030 . Collection rates are improving — reaching over 60% in 2022 — but issues remain.

Food-grade rPET is still significantly more expensive than virgin plastic, with premiums up to 100% . Its availability depends on high-performance deposit return schemes (DRS), which remain inconsistent across Europe. Technical challenges also exist: bottles made with high rPET content may require thicker walls to maintain strength, clashing with lightweighting goals.

Designing for Recycling — and for Humans

Environmental compliance is essential. But too often, design focuses only on recyclability or material efficiency. What’s missing is empathy. A truly sustainable PET bottle must also be easy to hold, open, pour, and dispose of — for all users.

It’s time to evolve from “Design for Recycling” to “Design for Use and Recycling”. That means involving not only regulators and manufacturers, but also industrial designers and end users. Everyone has a role in building packaging that serves the planet without sacrificing practicality.

From Sustainable to Sensible

PET bottles are not just technical containers — they’re everyday objects used by millions. As regulations push for greener solutions, we must ensure the packaging remains practical, inclusive, and reliable.

The future lies not in using less plastic at any cost, but in using better plastic: responsibly sourced, recycled, and designed with both circularity and user experience in mind. That’s the essence of empathetic eco-design: creating packaging that performs, protects, and includes.
